Perform SDB Node Failback

Bring a failed primary SDB node online as the new backup SDB node without doing a full system boot.

When a primary SDB node fails and the backup SDB node takes over, bring the primary node back online without doing a full system boot.

Use the xtbootsys command to reintroduce the original primary SDB node to the system as the new backup SDB node.
