Plans for mixed-use project approved

Developers have received final approval from the city for a planned mixed-use project on a large tract in northeast High Point.
The City Council last week voted unanimously in favor of a rezoning request from Jemsite Development LLC of Jefferson that allows construction of up to 280 single-family and multifamily housing units, as well as commercial uses, on about 65 acres at Greensboro and Penny roads.
The project, dubbed Wrenn Farm, is envisioned to develop in phases, possibly beginning with single-family homes on the southern portion of the site, said Jemsite project manager Doug Spell.
The city’s approval allows commercial uses, such as convenience stores and drive-through restaurants, on the portion of the site that fronts Greensboro Road between Manor Drive and Flowers Baking Co.
“We anticipate working on both ends at the same time,” said Spell.
In 2006, a different developer won approval for a similar proposal that never moved forward. Jemsite’s proposal includes more commercial acreage and a smaller area for multifamily development than the initial plan.
The site is across the road from the Pennybyrn at Maryfield retirement community.
Jemsite must extend Penny Road through the development to North Scientific Street once 50 homes are built.
City transportation officials expressed concern about the impact of traffic from the development on the intersection of Greensboro and Penny roads.
If fully built out, the site would generate an estimated 9,758 daily vehicle trips.
Jemsite must widen both roads at the intersection. Officials wanted to require the company to construct a separate right-turn lane for traffic exiting the development from Penny Road on to Greensboro Road to relieve potential congestion at the intersection.
Developers have already proposed building two lanes of egress from the site, and objected to the requirement for the additional lane, noting that it could cost them an extra $50,000.
Council went against the staff recommendation for the extra lane and did not require it in their approval of the rezoning.
